In Kosovo, a three-day simulation of a citizens’ assembly was organised by the Congress in July. Participants came from local municipalities, the Association of Kosovo Municipalities, and the Ministry of Local Government Administration. They navigated an informational learning phase, a deliberation phase to draft recommendations, and a final voting phase where a response plan was instituted. Most participants who took part are committed to adopting deliberative practices in their municipality.
